Details
The potential enemies were seen as Russia, Germany, United States and France. However Japan aimed to fight only one opponent at a time in a war of short duration.
The Japanese Navy was given responsibility for planning the war against the United States and planned to weaken the USN during its passage across the Pacific Ocean and destroy it in a single decisive engagement.
France and Germany were later removed from the list of enemies but China was added in 1917 and Great Britain and Netherlands in 1936.
